Conditions / Refusal Reasons
The development hereby permitted shall not be begun until full detailed drawings illustrating the following matters have been submitted to and approved in writing by the Local Planning Authority and the development shall be carried out in accordance with such details:
i) the layout of the new development
ii) the scale of the new development
iii) the appearance of the new development
Reason: As the application is not accompanied by details of these matters.
That the development to which this permission relates shall be begun not later than whichever is the later of the following dates:
a) the expiration of three years from the date of this permission; or
b) the expiration of two years from the final approval of the reserved matters, or in the case of approval on different dates, the final approval of the last such matter to be approved.
Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Prior to the occupation of the single dwelling the existing means of access onto Summerfield Rise shall be improved and laid out to the approval of the Local Planning Authority and constructed strictly in accordance with the highway authority's specifications and all ancillary works specified shall be undertaken.
Reason: In the interests of highway safety in accordance with Policy T1 of the adopted South Oxfordshire Local Plan.
Before the single dwelling is first occupied the parking and manoeuvring areas shall be provided in accordance with Plan 408807 and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking and manoeuvring of vehicles at all times.
Reason: In the interests of highway safety and to ensure adequate levels of parking are provided in accordance with Policies D2 and T2 of the adopted South Oxfordshire Local Plan.
No development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land, and details of those to be retained, together with measures for their protection in accordance with the recommendations of BS 5837 (2005) Trees in relation to construction. The agreed tree protection measures shall be kept in place during the entire course of the development. The approved landscaping works shall be implemented within 12 months of the commencement of development. Except as may otherwise be agreed in writing by the Local Planning Authority any vegetation which dies, exhibits dieback or is damaged within 5 years of implementation shall be replaced with a specimen of the same species or size.
Reason: To assimilate the development into the surroundings and safeguard trees which are visually important in accordance with Policies C9 and D1 of the adopted South Oxfordshire Local Plan.
The dwelling hereby permitted shall be single storey with rooms in the roofspace and its ridge height shall not exceed that of 15 Summerfield Rise.
Reason: To ensure that the character of the street is retained in accordance with Policies G6 and D1 of the adopted South Oxfordshire Local Plan.
The application for approval of reserved matters referred to in condition 1 shall be made to the Local Planning Authority before the expiration of three years from the date of this permission.

Sustainable design features shall be incorporated into the construction and fittings of the dwelling, details of which shall be submitted to and approved in writing by the Local Planning Authority as part of the reserved matters application. Prior to occupancy of the proposed dwelling the sustainable design features shall be provided in accordance with the submitted details and retained as such.
Reason: To ensure a high standard in the conservation and efficient use of energy in accordance with Policy D8 of the adopted South Oxfordshire Local Plan.
