The site occupies a prominent corner location. Its current undeveloped garden contributes significantly to the character of this residential area within the town. The erection of a large, two storey extension on the site would result in a cramped overdevelopment of the site and be out of keeping with the built form of development in the surrounding area and would detract from the visual amenity of the locality. As such the proposal would be contrary to policies G2, D1 and H4 of the adopted South Oxfordshire Local Plan.

The gardens for flats 2 and 4 are modest and would be in a very exposed location offering little or no privacy for the occupiers of these flats. As such the proposal would fail to provide adequate standards of residential amenity for the occupants of the flats contrary to Policies D3 and H4 of the adopted South Oxfordshire Local Plan and policies BP4 of the South Oxfordshire Design Guide.

The proposal would provide insufficient off street parking which would lead to increased parking on the highway to the detriment of the safety and convenience of highway users. The access to the highway would be close to a junction. This would create a hazard which would be exacerbated by the need to reverse to or from the site and manoeuvre in the highway to the detriment of the safety and convenience of highway users. As such the proposal would be contrary to policies T1, T2 and D2 of the adopted South Oxfordshire Local Plan.

That, having regard to the lack of any sustainable features in the scheme, the development would fail to conserve or make best use of energy, water and materials, contrary to policy D8 of the adopted South Oxfordshire Local Plan.
