That, having regard to the scale and siting of the proposed extension in close proximity to the boundary with no 35 High Street, the development would have an overbearing and oppressive impact on the occupiers of this property and would result in overlooking into residential windows on the first floor contrary to policies G2 and H13 of the adopted South Oxfordshire Local Plan and advice in the South Oxfordshire Design Guide.

The design of the proposed extension, particularly without a set back on the front elevation, creates an eighteen metre frontage which would be out of keeping in size and scale with the surrounding buildings. As such the proposal would neither preserve nor enhance the character and appearance of the Benson Conservation Area contrary to policy Con 7 of the adopted South Oxfordshire Local Plan and Government guidance contained in PPG 15.

The proposals make inadequate provision for on-site parking in accordance with the Council's parking standards. As such the development would result in parking pressures and dangerous and obstructive parking which would result in unsafe environment for drivers and pedestrians to the detriment of the safety and convenience of highway works contrary to policies T1 and T2 of the adopted South Oxfordshire Local Plan.
