That having regard to the bulk, height, design and detailing of the extension, the proposal would represent a dominant and incongruous addition which would detract from the character of the existing building, would be detrimental to the visual amenity of the locality, and fail to reinforce local distinctiveness. As such, the proposal would be contrary to the adopted South Oxfordshire Local Plan 2011, particularly policies G2, G6, D1 and H13, and to the advice in the adopted South Oxfordshire Design Guide.

That, having regard to its height and location on the frontage of the site, the proposed garage would appear prominent and out of keeping with its surroundings. As such, the proposal would constitute an undesirable visual intrusion within this rural area which would fail to reinforce local distinctiveness and would be detrimental to the visual amenity of the locality contrary to the adopted South Oxfordshire Local Plan 2011, particularly Policies G6 and H13, and to the adopted South Oxfordshire Design Guide, particularly Section 4.3.
