That the development proposed would constitute a cramped form of development providing a poor residential environment and amenity area for the occupiers of the proposed dwellinghouse contrary to Policies G2, H4, D1 and D3 of the adopted South Oxfordshire Local Plan. As such the development would be out of character with development in this part of Benson village.
The existing buildings are low key unattractive buildings which have limited impact on the Conservation area and street scene in general. The physical works proposed for the conversion to residential, including the proposed link, the insertion of windows and rooflights and a turning area for vehicles, will have a detrimental impact on the character and appearance of the Conservation Area contrary to Policy CON7 of the adopted South Oxfordshire Local Plan.
The proposal will result in the loss of an employment use in Benson village contrary to Policy E6 of the adopted South Oxfordshire Local Plan. No evidence has been submitted to indicate that a commercial use cannot continue and is giving rise to any nuisance and no overriding reason has been given to set this policy aside.
