That, having regard to the proximity of the proposed access to an existing access on Cuddesdon Road and the proximity of the proposed gate to the highway edge, the proposal would be detrimental to the safety and convenience of users of the public highway. As such, the proposal would be contrary to the provisions of adopted South Oxfordshire Local Plan 2011, particularly policies T1 and T2.

That, having regard to the open and rural character of the western part of the site and to its sensitive location within the Green Belt, the access track would represent an unsympathetic and suburban form of development that would be detrimental to the visual amenity and open rural character of the area. As such, the proposal would be contrary to the adopted South Oxfordshire Local Plan 2011, particularly policies G2, G6, GB4 and H13, and to the advice in the adopted Design Guide.
