Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the proposed means of access onto Waterperry Road shall be formed, laid out and constructed strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan 2011.

That prior to the first use of the proposed access, the existing access serving the site via the private road serving Holton Mill shall be permanently stopped up by means of reinstatement of the verge to approval of the Local Planning Authority and in accordance with the highway authority's specifications and thereafter shall not be used by any vehicular traffic whatsoever. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan 2011.

That the gate to be erected at the proposed access point from Waterperry Road shall be set back 10m from the back-edge of the carriageway so as to prevent large vehicles for causing an obstruction when unlocking/opening the gate. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan 2011.
