That, having regard to the length and height of the proposed conservatory and its proximity to the boundary with No.1 Chapmans Close, the proposed development would have an oppressive and overbearing impact on the rear rooms and garden of No. 1 to the detriment of the residential amenity of the occupiers. As such it would therefore be contrary to Policies G2, G6 and H13 of the adopted South Oxfordshire Local Plan and section 4.6 paragraph EX5 of the South Oxfordshire Design Guide.
The Development Plan identifies appropriate locations for new development. Development within the Oxford Green Belt will be strictly defined categories which includes the limited extension or alteration of existing dwellings. In this case, the provision of a further extension is not considered to be a limited extension and would detract from the openness of the Green Belt. Such development would be inappropriate development as defined in PPG2 Green Belts. As such, the proposal would be contrary to advice contained in PPG2 and Policies G2, GB2 and H13 of the adopted South Oxfordshire Local Plan.
