Conditions / Refusal Reasons
That, having regard to the scale, bulk and massing of the building in relation to the character of surrounding development, and the inappropriate details of design and layout, the proposal involves a cramped form of development out of keeping with the character of the area which would fail to reinforce local distinctiveness. As such, the proposal would detract from the character and appearance of the area, contrary to Policies G2, H4 and D1 of the adopted South Oxfordshire Local Plan.
The proposal involves the loss of garages for local residents and insufficient information has been submitted regarding the occupation of the garages and the use parking spaces to show that such facilities are no longer required. The proposal does not provide for displaced facilities and would result in addditional parking on the public highway in an area where there is already congestion. As such there, the proposal is contrary to Policies T1 and T8 of the adopted South Oxfordshire Local Plan.
The proposal involves the loss of turning facilities for Springdale residents. The loss of the turning facility would be of significant detriment to highway safety as residents of Springdale will not be able to turn and exit Springdale onto Croft road in a forward direction. As such, the proposal would be contrary to Policies T1, T7 of the adopted South Oxfordshire Local Plan.
The proposal involves the loss of a footway linking Springdale with Gwilym Court which is a valueable local amenity and its loss would be to the detriment of pedestrian users of the footpath link contrary to Policy R8 of the adopted South Oxfordshire Local Plan.
The proposal fails to make any provision for essential off site infrastructure improvements and the lack of any contributions would put an undue drain on local resources, contrary to policies D11 and R2 of the adopted South Oxfordshire Local Plan.
The proposal fails to provide an adequate standard of amenity space in terms of size, privacy and location for future occupants contrary to Policy D3 of the adopted South Oxfordshire Local Plan.
That, having regard to the size and scale of the proposed building, its relationship with surrounding buildings and the details of fenestration, the proposal would detract from the amenity of residents of surrounding dwellings and flats in Meriden Court and Springdale contrary to policy H4 of the adopted South Oxfordshire Local Plan.
That the development does not demonstrate and incorporate a high standard of sustainable design, either through its landscaping, building design, use of materials, layout and orientation of buildings, contrary to Policies G2 and D8 of the adopted South Oxfordshire Local Plan.
