Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P10/W0319/DIS

That the materials to be used for the external walls and roofs shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory in accordance with Policies D1 and H13 of the South Oxfordshire Local Plan 2011.

There shall be no raising of existing ground levels on the site. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity and in accordance with Policy EP5 of the South Oxfordshire Local Plan 2011.

No spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity and in accordance with Policy EP5 of the South Oxfordshire Local Plan 2011.

Any walls or fencing constructed within or around the site shall be designed to be permeable to flood water. Reason: To prevent obstruction to the flow and storage of flood water, with a consequent increased risk of flooding and in accordance with Policy EP5 of the South Oxfordshire Local Plan 2011.

Prior to any works commencing, a water vole survey, completed by a suitable qualified ecologist shall be submitted to and approved in writing by the Local Planning Authority. Reason: The water vole is protected under schedule 5 of the Wildlife and Countryside Act 1981 and in accordance with Policies C6 and C8 of the South Oxfordshire Local Plan 2011. This makes it an offence to damage or destroy or obstruct access to any structure or place which water voles use for shelter or protection. Watervoles are known to burrow 6 metres into the bank of a watercourse.

Prior to the commencement of development details of a scheme for the treatment of the access drive and parking area shall be submitted to and approved in writing by the Local Planning Authority and be implemented in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with Policies D1 and H13 of the South Oxfordshire Local Plan 2011

Prior to the commencement of development details of the proposed access gates and fencing along the northern boundary shall be submitted to and approved in writing by the Local Planning Authority and shall be implemented in strict accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.
