Conditions / Refusal Reasons
The development hereby permitted shall not be begun until full detailed drawings illustrating the following matters have been submitted to and approved in writing by the Local Planning Authority and the development shall be carried out in accordance with such details: (i) the layout of the new development; (ii) the scale of the new development; (iii) the appearance of the new development; (iv) the access to the new development; and (v) the landscaping of the site of the new development. Reason: As the application is not accompanied by details of these matters.

That application for approval of the reserved matters referred to in Condition 1 above shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

That the development to which this permission relates shall be begun not later than whichever is the later of the following dates: (a) the expiration of three years from the date of this permission; or (b) the expiration of two years from the final approval of the reserved matters, or in the case of approval on different dates, the final approval of the last such matter to be approved. Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

No development shall take place until comprehensive details of proposed landscape works have been submitted to and approved in writing by the local planning authority. The details shall include any existing features or planting to be retained (and measures for their protection during the course of construction in accordance with BS5837/2005); planting proposals including schedules of plants, species, sizes, numbers and densities; all hard surfaces, changes of level and spot heights; and means of enclosure such as walls and fencing with particulars of height, materials, brick bonds and fencing style. Reason: To help assimilate the development into its surroundings in accordance with Policies C4, C9 and D1 of the adopted South Oxfordshire Local Plan 2011.

The approved landscaping works shall be implemented within 12 months of the commencement of development. Except as may otherwise be agreed in writing by the local planning authority any vegetation which dies, exhibits dieback or is damaged within 5 years of implementation shall be replaced with a specimen of the same species and size. Reason: To assimilate the development into its surroundings in accordance with Policies C4, C9 and D1 of the adopted South Oxfordshire Local Plan 2011.

Development shall not begin until details of the means of drainage of surface water, including that from the driveways, together with the drainage of sewage and foul water have been submitted to and approved in writing by the local planning authority. Thereafter, the works shall be implemented in accordance with the approved details before the dwellings are occupied. Reason: In order to ensure there is no significant increase in surface water run-off in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011.

Sustainable design features shall be incorporated into the construction and fittings of the new dwellings, details of which shall be submitted to and approved in writing by the Local Planning Authority as part of any reserved matters application. Prior to occupancy of the proposed dwellings the sustainable design features shall be provided in accordance with the submitted details and retained as such. Reason: To ensure high standards in the conservation and efficient use of energy in accordance with Policy D8 of the adopted South Oxfordshire Local Plan 2011.

Prior to occupation of the proposed development the existing means of access onto Summerfield Rise shall be altered and laid out to the approval of the local planning authority and constructed strictly in accordance with the highway authority's specifications and all ancillary works specified shall be undertaken. Reason: in the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Before the development is first occupied the parking and manoeuvring areas shall be provided in accordance with the approved details and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking and manoeuvring of vehicles at all times. Reason: in the interests of highway safety and to ensure adequate levels of parking are provided in accordance with Policies D2 and T2 of the South Oxfordshire Local Plan 2011.

The dwellings hereby permitted shall be single storey with rooms in the roof space and their ridge height shall not exceed that of the neighbouring building at No.7 Summerfield Rise. Reason: To ensure that the character of the street is retained in accordance with Policies G6 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development details of refuse and recycling storage for the proposed dwellings shall be submitted to and approved in writing by the Local Planning Authority. The refuse and recycling storage shall be implemented in strict accordance with the approved details and retained thereafter. Reason: to ensure adequate provision for the management of waste in accordance with Policy D10 of the South Oxfordshire Local Plan 2011.
