That the development to which this permission relates shall be begun not later than whichever is the later of the following dates: a) the expiration of three years from the date of this permission; or b) the expiration of two years from the final approval of the reserved matters, or in the case of approval on different dates, the final approval of the last such matter to be approved. The development hereby permitted shall not be begun until detailed drawings illustrating the following have been submitted and approved in writing by the Local Planning Authority and the development shall be carried out in accordance with such details: a) the scale of the new development; b) the appearance of the new development; c) details of internal access road Reason: As the application is in outline only and is not accompanied by detailed plans and by virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. That no development shall commence until a scheme for landscaping in and around the site, as indicated on the attached landscaping plan dated December 2007 and accompanying memorandum dated 28 January 2008 has been submitted to and agreed in writing with the Local Planning Authority. The details shall include schedules of plants, noting species, plant sizes and proposed number/densities, an implementation programme, and details of written specifications including cultivation and other operations involving tree, shrub and grass establishment. The scheme shall ensure completion of the approved landscape scheme within the first planting season following completion of the development. Any trees, shrubs or plants that die or become seriously damaged within five years of the commencement of the development shall be replaced by trees or shrubs of similar size and species to those originally planted. Concurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan for the soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority . The schedule and plan shall be implemented in accordance with the agreed programme. That the premises shall be used for B2 general industrial purposes and for no other purposes within Class B2 of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (or any Order revoking or re-enacting that Order). For the avoidance of doubt this use shall include ancillary offices, storage, sales of agricultural and horticultural machinery, retail sales limited to general accessories, outdoor and protective clothing, health and safety products, maintenance accessories, oils, fuels, tools and agricultural/horticultural machinery and equipment associated with the occupiers primary business in a sales area of no more than 167 m2. Reason: As permission is specifically granted for this local business and to ensure that an unrestricted retail use does not develop on this site in accordance with Policies G2, G4 and C2 of the South Oxfordshire Local Plan 2011. No development shall commence until a full Bream (Industrial) Assessment has been submitted demonstrating that the scheme will achieve a BREEAM (Industrial) 'Very Good' rating and this has been approved in writing by the Local Planning Authority. The development shall be implemented in accordance with such details unless otherwise agreed in writing by the Local Planning Authority. That details of secure cycle parking shall be submitted to and approved in writing by the Local Planning Authority and provided prior to occupation of the development. Reason: To ensure secure cycle parking in accordance with Policy D2 of the South Oxfordshire Local Plan 2011.

Details of vehicle parking including spaces for people with disabilities shall be submitted and agreed in writing with the Local Planning Authority. External lighting shall only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to occupation of the building. Such lighting shall be designed and installed so the main beam angle is not directed towards any potential observer and is not at an angle greater than 7 degrees from the vertical. Reason: To protect the appearance of the area, the environment, wildlife and local residents from light pollution in accordance with Policies C4 and EP3 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be commenced until the construction of the site access junction has been practically completed (including footways and verges) in accordance with details indicated on Drawing 140481/G3/005-008). Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That prior to development commencing detailed plans of the access road, including construction details, shall be submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until a Traffic Regulation Order is in place banning right turns in and out of the site access. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
