Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To ensure that the details of the development are satisfactory in accordance with Policy E8 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy E8 of the adopted South Oxfordshire Local Plan.

That all rainwater goods shall be constructed of cast iron. Reason: To ensure that the details of the development are satisfactory in accordance with Policy E8 of the adopted South Oxfordshire Local Plan.

That, prior to the first occupation of any residential unit, the fire damaged part of the buildings shall be reinstated in accordance with the approved plans. Reason: To ensure the restoration of the buildings occurs in accordance with Policy E8 of the adopted South Oxfordshire Local Plan.

That the building shall be designed to incorporate sustainable methods of construction, including the use of passive solar energy and grey water recycling, in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority, prior to the commencement of the development. The details shall be generally in accordance with the details set out in the Design and Access statement which accompanied the application. Reason: To ensure high standards in the conservation and efficient use of energy, in accordance with Policy D8 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of, and Class A of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no extensions, other alterations or satellite dishes shall be erected unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To retain control over minor alterations which could damage the architectural integrity of the buildings, in accordance with Policy E8 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy C1 of the adopted South Oxfordshire Local Plan.

No development shall take place until full details of measures for bat mitigation and nesting bird conservation have been submitted to and approved in writing by the Council. These measures should include: Bats - A re-survey of the buildings on site within one month prior to works commencing to update the findings of the previous survey; - Removal of roof coverings and sarking boards on the retained buildings and buildings to be demolished by hand; - A suitably qualified and licensed ecologist should be available during dismantling/demolition phase to deal with any bats which are discovered;; - The ecologist should provide a suitable brief for all contractors working on the demolition/dismantling on how to avoid harm to bats; - Provision of six bat boxes to be erected around the site, type of boxes and locations as specified in the Protected Species Appraisal, July 2007; Birds - Site clearance works, dismantling and demolition should be timed to avoid the bird breeding season (March to August inclusive); - Provision of four barn owl nesting boxes to be erected in locations advised by the project ecologist as specified in the Protected Species Appraisal, July 2007. - Barn owl nest boxes to be erected at least two months before works commence on site. The works shall be implemented in accordance with the approved details unless otherwise approved in writing by the Local Planning Authority. Reason: To ensure adequate provision is made for protected species in accordance with Policy C6 of the adopted South Oxfordshire Local Plan.

That a scheme for external lighting in association with the grain dryer shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the construction of the grain dryer. The scheme shall be designed to minimise the impact on the residential amenity of occupiers of surrounding dwellings and the area generally. Other than as approved by this condition, no other lighting shall be provided. Reason: To protect the amenities of the area in accordance with Policy EP3 of the adopted South Oxfordshire Local Plan.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health in accordance with Policy EP6 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health in accordance with Policy EP7 of the adopted South Oxfordshire Local Plan.

That prior to the occupation of the residential units, the existing means of access onto the Shillingford Road shall be altered/widened, laid out as on the submitted plan number 14, and be constructed in accordance with the highway authorities specifications, and that all ancillary works shall be undertaken.

That if within 10 years of the substantial completion of the grain dryer, the use of the building for agricultural purposes permanently ceases and, within a further 3 years, planning permission has not been granted for an alternative use, and there is no outstanding appeal, the building shall be demolished, the materials shall be removed from the land and the land restored to its former condition before development took place, or to such a condition as shall otherwise have been agreed in writing by the Local Planning Authority. Reason: Because permission is given in view of the special circumstances in accordance with Policy A1 of the adopted South Oxfordshire Local Plan.

That the grain dryer building shall not be used for keeping of livestock unless planning permission has been granted in respect of such an alternative use. Reason: To protect the amenities of local residents in accordance with Policy A2 of the adopted South Oxfordshire Local Plan.
