That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of the materials to be used for the roof and external walls shall be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area and to comply with Policies CON2 and CON5 of the adopted South Oxfordshire Local Plan.

A scheme for the soft landscaping of the site, which should include details for the planting of live trees and shrubs shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. Reason: To help to assimilate the development into its surroundings and to comply with Policies CON2 and CON5 of the adopted South Oxfordshire Local Plan.

That, prior to the first use of the proposed garage, the existing means of access onto Sandy Lane shall be improved, laid out and constructed in accordance with a scheme that shall include the removal of the existing grasscrete and its replacement with gravel; details of which shall be submitted to and approved in writing by the Local Planning Authority and that all ancillary works specified therein shall be undertaken. Reason: In the interests of highway safety and convenience and to comply with Policies G2 and T2 of the adopted South Oxfordshire Local Plan.
