Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That notwithstanding the provisions of Article 3 of, and Class A of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no windows shall be inserted in the roof unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To safeguard the architectural and historic character and appearance of the building and the amenity of the East Hagbourne Conservation Area and that of neighbours and in accordance with Policies G2, CON3 and CON7 of the South Oxfordshire Local Plan.

That the additional living accommodation hereby permitted shall be occupied and used only in connection with and ancillary to the occupation and use of the existing property 7 Church Close as a single dwellinghouse, as specified in the application, and shall not be occupied or used separately there from. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the historic building and result in inadequate standards of amenity and privacy and in accordance with Policies H4 and H5 of the South Oxfordshire Local Plan.

That a hedge of a species to be first agreed in writing with the Local Planning Authority shall be planted along the west boundary of the site which is shared with Bottom Barn and such hedge shall be tended so as to grow to, and remain at a height of not less than 1.8 metres, and that any plant which may die or be seriously damaged or destroyed within three years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help assimilate the development into its surroundings and to reduce levels of overlooking in accordance with Policies D1 and H13 of the adopted South Oxfordshire Local Plan.

That the brick/stone plinth wall shall be pointed using a lime-based mortar mix a sample of panel of which shall be approved on site by the Local Planning Authority prior to the commencement of works. Reason: To safeguard the architectural and historic character and appearance of the building and the amenity of the East Hagbourne Conservation Area and in accordance with Policies CON3 and CON7 of the South Oxfordshire Local Plan.

That samples of materials in respect of the following shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. Clay roofing tiles b. Elm cladding Reason: To safeguard the architectural and historic character and appearance of the building and the amenity of the East Hagbourne Conservation Area and in accordance with Policies CON3 and CON7 of the South Oxfordshire Local Plan.

That detailed drawings in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. New windows and doors at 1:20 and 1:5 (section and elevation) b. The new staircase c. Location of flues, vents and rainwater goods d. Internal glazed screens at 1:20 Reason: To safeguard the architectural and historic character and appearance of the building and the amenity of the East Hagbourne Conservation Area and in accordance with Policies CON3 and CON7 of the South Oxfordshire Local Plan.

That details in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. Confirmation of the re-use of the brick flooring and sections of manger which are in a re-usable condition. b. The foundations c. Confirmation of materials for roof structure repairs. Reason: To safeguard the architectural and historic character and appearance of the building and the amenity of the East Hagbourne Conservation Area and in accordance with Policies CON3 and CON7 of the South Oxfordshire Local Plan.
