Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To ensure that the details of the development are satisfactory in accordance in accordance with Policy D1 of the adopted South Oxfordshire Local Plan.

That, notwithstanding the details contained in the application, a scheme for the gates onto Wood Street shall be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of the development. Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the adopted South Oxfordshire Local Plan.

That, notwithstanding the details contained in the application, details of all new windows and doors shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the adopted South Oxfordshire Local Plan.

That, notwithstanding the details shown on the approved drawings, the roof lights/clerestory windows above the rear of the retained shop, shall be retained unless otherwise agreed in writing with the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference BS061/095 all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: In the interests of highway safety and convenience in accordance with Policy T2 of the adopted South Oxfordshire Local Plan.

That the rear servicing area/access serving the retained shop shall be formed, laid out and kept permanently available for use by the shop. Reason: To ensure the long term retention of the shop in accordance with Policy TC8 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of, and Class A of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no additional windows, external doors or extensions shall be erected/inserted unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure that the development is not unneighbourly in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health in accordance with Policy EP7 of the adopted South Oxfordshire Local Plan.

That a scheme for external lighting shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be designed and installed so that the main beam angle is not directed towards any potential observer and is not greater than 70 degrees from the vertical and be in accordance with the Institution of Lighting Engineers Guidance Notes for the reduction of obtrusive light GN01. Other than as approved in accordance with this condition there shall be no other external lights. Reason: To protect the appearance of the area and local residents from light pollution, in accordance with Policy EP3 of the adopted South Oxfordshire Local Plan.

In connection with the implementation of this permission, no demolition and construction works shall take place outside the hours of 07:30 to 18:00 Mondays to Fridays and 08:00 to 13:00 on Saturdays. Works shall not take place on Sundays or Bank Holidays except with the written approval of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties form noise and dust during the development of the site in accordance with Policy EP1 of the adopted South Oxfordshire Local Plan.

That, notwithstanding any indication given on the approved plans, the surface treatment of the rear yard shall be agreed in writing with the Local Planning Authority prior to the commencement of the development. Once agreed, any changes shall be only as may be agreed in writing with the Local Planning Authority and no other gates, fences wall or other means on enclosure shall be erected so as to sub-divide the rear yard. Reason: To protect the setting of the Conservation Area is accordance with Policy CON7 of the adopted South Oxfordshire Local Plan.
