That, having regard to the design and materials of the proposed dormer and to the loss of historic fabric involved, the proposal would sit incongruously within the roofscape of the dwelling and would be harmful to the special architectural and historic interest of the listed building. As such, the proposal would be contrary to the adopted South Oxfordshire Local Plan 2011, particularly Policies G2, G6, CON2, CON3, CON7 and H13, and to the guidance contained within PPG15 and the South Oxfordshire Design Guide.
