Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
No development shall take place until samples of the materials to be used in the construction of the external surfaces of the buildings hereby permitted have been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details
Reason: To ensure that the details of the development are satisfactory and to comply with Policies H4 and D1 of the adopted South Oxfordshire Local Plan.
No development shall take place until full details of both hard and soft landscape works, including means of enclosure, have been submitted to and approved in writing by the Local Planning Authority; these details shall include a management plan for the ongoing maintenance of the landscaping and details of any trees to be retained together with measures for their protection in the course of construction.
Reason: To help assimilate the development into its surroundings and to comply with Policy C9 of the adopted South Oxfordshire Local Plan.
All hard and soft landscape works shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with the programme agreed with the Local Planning Authority.
Reason: To help assimilate the development into its surroundings and to comply with Policy C9 of the adopted South Oxfordshire Local Plan.
None of the dwellings shall be occupied until surface drainage works, in particular to the access road and car park, have been completed in accordance with details to be submitted to and approved by the Local Planning Authority.
Reason: In the interests of public health and to comply with Policy EP6 of the adopted South Oxfordshire Local Plan.
No dwelling shall be occupied until space has been laid out within the site in accordance with the approved drawing reference 070201 for car parking.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and to comply with Policies T1 and T2 of the adopted South Oxfordshire Local Plan.
Further details of the proposed access shall be submitted to and approved by the Local Planning Authority and the new access shall be constructed in accordance with those prior to the commencement of any other development.
Reason: In the interests of highway safety and convenience and to comply with Policies T1 and T2 of the adopted South Oxfordshire Local Plan.
Prior to the first use of the new access, the existing access shall be closed and the verge, kerbline and footway reinstated.

Prior to the commencement of any development measures (a-c) below shall be undertaken to investigate any contamination in accordance with BS:10175 and BS:5930 and have approved all necessary stages in writing. The development shall then not be occupied until any agreed remediation is implemented and approveby the Local Planning Authority.
a) Completion of a desk study by a suitably qualified environmental consultant. The desk study shall include a site walkover, identification of all potential sources of contamination, natural and anthropogenic, and an initial conceptual model.
b) If potential contamination is identified in a) then an intrusive site investigation must be undertaken. A refined conceptual site model and appropriate laboratory accreditation will be expected. NB. If the Local Planning Authority is not satisfied that any contamination has been adequately characterised then further works will be required to clarify the remaining uncertainties. It is therefore recommended that the Local Planning Authority are consulted on site investigation proposals.
c) Where acceptable levels of contamination are identified, a remediation scheme shall be produced. The site shall only be occupied once all approved remediation is completed and validated to the satisfaction of the Local Planning Authority.
Reason: To ensure that any ground and water contamination is identified and adequately addressed to ensure the safety of the development, the environment and the public and ensure that the site is suitable for the proposed use in accordance with Policy EP8 of the adopted South Oxfordshire Local Plan and PPS23.
If contamination is found to be present on the site then no further development shall be carried out until the following measures have been undertaken and approved in writing by the Local Planning Authority. An investigation into the nature and extent of the contamination in line with BS 10175. This report should detail the works undertaken to investigate the nature and extent of the contamination and any measures proposed to remediate the site and validate the works. Following written approval by the Local Planning Authority of any remediation and validation proposals they shall be completed in full and a validation report submitted to and approved in writing by the Local Planning Authority before the development continues.
Reason: To ensure that any ground and water contamination is identified and adequately addressed to ensure the safety of the development, the environment and the public and ensure that the site is suitable for the proposed use in accordance with Policy EP8 of the adopted South Oxfordshire Local Plan.
Prior to the occupation of the dwellings hereby approved, details of refuse and recycling stores shall be submitted to and approved by the Local Planning Authority.
Reason: To secure the proper planning of the locality in accordance with Policy D10 of the adopted South Oxfordshire Local Plan.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order with or without modification) no windows/dormer windows other than those expressly authorised by this permission shall be constructed on any elevation.
Reason: To ensure that the development is not unneighbourly in accordance with Policy H13 of the adopted South Oxfordshire Local Plan.
