Conditions / Refusal Reasons
The proposed change of use would result in the loss of an essential community facility (general store/post office) and insufficient information has been submitted as part of the application to demonstrate that either suitable alternative provision is made for the facility on a site elsewhere in the locality or that the existing use is not economically viable. The proposal is therefore contrary to Policy CF1 of the South Oxfordshire Local Plan 2011.
The proposal as submitted makes inadequate provision for on-site car parking which is likely to result in customers and delivery vehicles associated with the use having nowhere to park except on the public highway which would be detrimental to the safety and convenience of users of the highway. As a result the proposal is contrary to Policy D2 and Appendix 5 (Parking Standards) of the South Oxfordshire Local Plan 2011.
The proposed change of use would constitute a most intrusive and unneighbourly form of development in this locality, which by reason of noise and vibration, disturbance, cooking odours, additional traffic and general activity, potentially into the late evening, would be detrimental to the amenities, environment and living conditions of the occupants of neighbouring residential properties. The proposal is therefore contrary to Policies G2, EP1 and EP2 of the South Oxfordshire Local Plan 2011.
