Conditions / Refusal Reasons
That having regard to the size of the proposed extension and the details of the design the proposal would detract from the character and appearance of the existing dwelling and that of the Warborough Conservation Area. As such the proposal would be contrary to Policies G6, CON7 and H13 of the adopted South Oxfordshire local Plan and the advice contained in the South Oxfordshire Design Guide.
That having regard to the size and location of the ensuite dormer window in relation to the private rear garden of Chestnut Cottage, the proposal represents an unneighbourly form of development that would increase the perception of being overlooked detracting from the residential amenity of the occupants of that property. As such the proposal would be contrary to Policy H13 of the adopted South Oxfordshire Local Plan.
There is a weeping willow tree to the front of the property which is a very significant tree in the street scene with high amenity value. The tree lies to the west of the proposed extension and will caste shade on the front of the house for a large portion of the day, especially during the summer months. This tree species has a naturally broad spreading crown, which requires plenty of room to establish unrestricted. Given the position of the dormer on the front elevation and its relationship with the willow, in the future the tree will be under pressure from the current or future residents of the property to fell or carry out repeated and potentially detrimental pruning to reduce perceived or actual conflict. As such the proposal would be contrary to Policies G2, C9 and CON7 of the adopted South Oxfordshire Local Plan.
