That having regard to the open character and rural nature of the area, the proposed change of use of land to residential garden is considered to have a detrimental effect upon the local landscape contrary to policies G2, C1 and H18 of the adopted South Oxfordshire Local Plan 2011 and Character Area One of the South Oxfordshire Landscape Assessment.
That the site lies in an isolated rural location within the Oxford Green Belt where development is to be strictly controlled to protect the openness of the Green Belt. The proposals involve the change of use of land to residential garden which would have an undesirable adverse effect on the openness of the Green Belt and as such amounts to inappropriate development for which no very special circumstances have been advanced. The proposal contravenes policies GB3 and H18 of the adopted South Oxfordshire Local Plan 2011.
