That having regard to the proximity of the smoking shelters to the Grade II listed building and to their prominence within the Wallingford Conservation Area, the erection of the shelters would neither preserve nor enhance the character or appearance of the Wallingford Conservation Area and would have a detrimental impact on the setting of the grade II listed building contrary to Policies CON5 and CON7 of the adopted South Oxfordshire Local Plan and to advice contained in PPG15 'Planning and the Historic Environment'.
