Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Planning permission will not be permitted for new housing in hamlets or isolated groups of dwellings. Conversions of existing rural buildings for residential uses will only be allowed where all other uses have been pursued and found to be unacceptable for planning reasons.In this case the proposal involves the conversion of an existing garage building to provide self contained accommodation for staff and no other uses have been explored. Having regard to the degree of independence provided the proposal is tantamount to the creation of a new dwelling which would be contrary to Policies E8 and H6 of the adopted South Oxfordshire Local Plan 2011. In this case the justifcation for staff accommodation is not cosidered to be sufficient to override established planning policy.
