The site occupies a prominent corner location and as an undeveloped garden area contributes significantly to the character of this residential area within the town. The provision of a two storey detached dwelling on the site would result in a cramped overdevelopment of the site out of keeping with the built form of development in the surrounding area and would detract from the visual amenity of the locality. As such the proposal would be contrary to Policies G2 and H4 of the adopted South Oxfordshire Local Plan.
Vision to the right at the existing vehicle access that serves 75 Kynaston Road does not meet the required visibility standards due to the road's alignment and the existing hedge-line. The proposed new dwelling would result in an increase of traffic movements on the existing vehicle access and due to the lack of turning facilities within the site this would include reversing movements into or out of the site. Any increase in the use of the existing access would be detrimental to the safety of users of the public highway safety. As such the proposal would be contrary to Policies D2 and T1 of the adopted South Oxfordshire Local Plan and Policy T8 of the Oxfordshire Structure Plan.
The size of the proposed garden area is below the Council's minimum standard specified in the South Oxfordshire Design Guide. Furthermore, given its location in relation to the new dwelling on the southern boundary the garden would be shaded for a significant period of the day. As such the proposal would fail to provide adequate standards of residential amenity for the occupants of the new dwelling contrary to Policies D3 and H4 of the Adopted South Oxfordshire Local Plan and Policies BP4 of the South Oxfordshire Design Guide.
