Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the garage accommodation shall be retained as such and shall not be adapted for living purposes unless planning permission has been specifically granted by the Local Planning Authority on a formal application submitted for such development. Reason: To comply with the local Planning Authority's vehicle parking standard and to protect local amenities in accordance with Policies T1, T2, G2 and G6 of the South Oxfordshire Local Plan 2011.

That the parking and turning spaces shown on the approved plan shall be constructed and such spaces shall thereafter by kept permanently available for the use of residents of the site. Reason: To comply with the local Planning Authority's vehicle parking standard and to protect local amenities in accordance with Policies T1, T2, G2 and G6 of the South Oxfordshire Local Plan 2011.

That all the materials to be used for the external walls and roofs of the dwelling house shall be of the same colour, type and texture as those used on the existing building. Reason: To safeguard the character of the existing building and of the area in accordance with Policies G2, G6 and CON 7 of the South Oxfordshire Local Plan 2011.

That the external walls and roofs shall be constructed and finished in accordance with a schedule of materials and finishes which shall first have been submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To ensure that the appearance of the building is satisfactory in accordance with Policies G2, G6 and CON 7 of the South Oxfordshire Local Plan 2011.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order) no windows or doors shall be inserted in the south elevations of the property unless planning permission has been granted by the local planning authority on a formal application submitted for such development. Reason: To protect the amenities of neighbouring residents in accordance with Policy H13 of the South Oxfordshire Local Plan 2011.

That no materials, plant or temporary structures of any kind may be deposited or parked on the vehicular access route to 5 and 7 Watlington Road that may obstruct or dissuade the public from using the route whilst demolition or construction takes place. Reason: To comply with the Local Planning Authority's transport policy and to protect local amenities in accordance with Policies G2, G6, H13, T1 and T2 of the South Oxfordshire Local Plan 2011.
