Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the external walls and roofs of the dwelling be constructed and finished in accordance with the schedule of materials and finishes approved under application ref: P06/W1005 unless otherwise agreed in writing by the Local Planning Authority before the development commences.
Reason: To safeguard the character of the area in accordance with Policy CON7 of the adopted South Oxfordshire Local Plan.
That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that the details of the development are satisfactory in accordance with Policy CON7 of the adopted South Oxfordshire Local Plan.
Before the development is first occupied, the parking and manoeuvring areas shall be provided in accordance with the plan (1279.100c) hereby approved and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking and manoeuvring of vehicles at all times.
Reason: To accord with the Highway Authority's standards in accordance with Policy T2 of the adopted South Oxfordshire Local Plan.
That prior to the commencement of construction on the site the trees on the western boundary of the dwelling shall be protected in accordance with the recommendations outlined in BS 5837 2005 "Construction in relation to trees". The protection measures shall be erected prior to the works of demolition and shall be kept in place throughout the course of building operations.
Reason: To safeguard trees in the conservation area in accordance with Policy CON7 of the adopted South Oxfordshire Local Plan.
That no surface water from the development shall be discharged onto the adjoining highway, and a surface water drainage scheme to prevent this occurrence shall be submitted to and approved in writing by the Local Planning Authority and constructed prior to the commencement of building operations.
Reason: To ensure that no runoff from the driveway discharges onto the highway in accordance with Policy EP6 of the adopted South Oxfordshire Local Plan.
That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policy H4 of the adopted South Oxfordshire Local Plan.
That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence.
Reason: As the site is of archaeological importance in accordance with Policy CON14 of the adopted South Oxfordshire Local Plan.
