Conditions / Refusal Reasons
The development hereby permitted shall be for a limited period expiring on 31 December 2015. All structures and plant shall be dismantled and removed from the site and the site shall be restored to agricultural use by the 31 August 2016. Reason: To provide for the completion and progressive restoration of the site within the approved timescale.

The development shall be carried out solely in accordance with the details submitted with the application unless modified by the conditions of this permission. Reason: For the avoidance of doubt and to maintain planning control over the site. Policy: MWLP W3, PE18, W5 OSP G2, EN1, EN2

No green waste or animal bedding shall be brought to the site or compost exported from the site or machinery operated except between the following times; 0800 and 1700 hours Monday to Friday and 0800 to 1230 hours on Saturdays; but at no time on Sundays and Public and Bank Holidays and Saturdays immediately following Public and Bank Holiday Fridays. Reason: In the interests of the amenities of nearby residents. Policy: MWLP W3, PE18 OSP G2, EN1

The site shall be used only for the compositing of green waste and animal bedding and for no other purpose whatsoever. Reason: To enable the Waste Planning Authority to retain control over the development. Policy: MWLP W3, W5, PE18 OSP G2, EN1

No material other than green garden or parks waste or animal bedding shall be imported to the site. For the avoidance of doubt kitchen waste and animal waste shall not be imported to the site. Reason: To ensure only green waste is processed at the site. Policy: MWLP W3, W5, PE18 OSP G2, EN1

No material shall be stockpiled, deposited or windrowed to a height exceeding 3 metres. Reason: In the interests of visual amenity. Policy: MWLP W5 OSP EN1, EN2

No floodlighting shall be erected on site. Reason: In the interests of the amenities of nearby residents. Policy: MWLP W3 OSP G2, EN1, EN2

All existing trees and hedges on or immediately adjoining the site as shown on approved plan CRO-003 revision 0 shall be retained. Reason: To ensure the continuity of amenity afforded by existing trees or hedges. Policy: MWLP W5 OSP EN7

Prior to the commencement of development full details of the planting to be undertaken along the north-western boundary of the site shall be submitted to and approved in writing by the waste planning authority. Planting details shall include the species, spacing, ages of plants and location of plants. The approved planting shall be carried out in the planting season (November - February) immediately following approval of these details. Reason: To reduce the visual impact on the open countryside. Policy: MWLP W5

Prior to commencement of development a sign shall be erected at the access informing drivers of the routes that they should use in entering and leaving the site. The routes shall be those set out in section 3.3 of the supporting statement and shall specifically state that no right turns shall be made into the site from the northbound approach along the A4074, or right turns from the site onto the northbound section of the A4074. The sign shall be maintained for the life of the permission. Reason: In the interest of highway safety and safeguarding the local environment. Policy: MWLP W3, OSP T8

The surface of the site access shall be maintained in a good state of repair and kept clean and free from mud and other debris at all times until such time as it is no longer required for these operations. Reason: In the interests of highway safety and safeguarding the local environment. Policy: MWLP W3, OSP EN1, EN2

No vehicle or trailer shall enter the public highway unless their wheels and chassis have been cleaned to prevent material being deposited on the highway. Reason: In the interests of highway safety and to prevent mud and dust getting on the highway. Policy: OSP T8

In periods of dry weather a water bowser shall be used to spray water on the surface of the site and stockpiles. Reason: To suppress dust. Policy: MWLP W3, PE18 OSP EN1, EN2, EN4

A soil bund shall be maintained around the perimeter of the site. The bund shall be 2 metres high. The bund shall be seeded with rye grass mix and shall be kept free of weeds and the grass shall be cut regularly. The bund shall be constructed so that the outside of the bund should be at an angle of 30 degrees to the horizontal. The bund shall be rounded at the top and feathered into ground level so that there is no sharp angle. The top of the bund shall be graded to an even height of 2 metres. The development shall not commence until the bund has been constructed in accordance with this condition. Reason: To mitigate noise and dust in the interest of local and visual amenity. Policy: MWLP W3, W5 OSP EN1, EN2, EN4

In the event that there are complaints about offensive odours from this site that the Waste Planning Authority considers to be justified, then an odour control scheme shall be submitted within one month of the Waste Planning Authority notifying the operator in writing that nuisance has occurred and that a scheme is necessary. Any scheme approved in writing by the Waste Planning Authority shall be implemented immediately. Reason: In the interest of the amenity of nearby residents. Policy: MWLP W3, OSP EN2

No plant, machinery or vehicles shall be used on the site unless fitted with effective silencers. Reason: To safeguard the amenity of the area and local residents. Policy: MWLP W3 OSP EN2

In the event that there are complaints about noise from this site that the Waste Planning Authority considers to be justified, then a noise control scheme shall be submitted within one month of the Waste Planning Authority notifying the operator in writing that nuisance has occurred and that a scheme is necessary. Any scheme approved in writing by the Waste Planning Authority shall be implemented immediately. Reason: In the interest of the amenity of nearby residents. Policy: MWLP W3 OSP EN2

No vehicles or mobile plant operating on this site shall emit warning noise except in the form of white noise. Reason: To protect the amenity of local residents. Policy: MWLP PE18, W3 OSP EN2
