The two mobile homes, site office and container constitute an undesirable and inappropriate form of development which intrudes on the visual amenity of an isolated locality within the Oxford Green Belt, contrary to policies C2, GB2, GB3, GB4 of the South Oxfordshire Local Plan 2011.

The retrospective proposal unacceptably extends the built up area of an isolated locality within the Oxford Green Belt, is not in keeping with the existing dwelling and surroundings in terms of its stark, utilitarian appearance and may be considered as tantamount to the creation of a new dwelling, contrary to policies G2, G4, G6, GB4, H6, H13 and H15 of the South Oxfordshire Local Plan 2011.

That insufficient justification has been demonstrated in terms of exceptional circumstances that would warrant the grant of planning permission on a temporary basis, and the development is therefore contrary to policy H15 of the South Oxfordshire Local Plan 2011.
