That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That prior to the first use of the proposed access, the means of access onto Oxford Road (B4015) is to be formed, laid out and constructed to the approval of the Highway Authority strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken.
Reason: In the interests of highway safety and convenience and in accordance with Policy T1 of the South Oxfordshire Local Plan.
Before the proposed new vehicular access is first used the parking and manoeuvring areas shall be provided in accordance with the plan (0710) hereby approved and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking and manoeuvring of vehicles at all times.
Reason: In the interests of highway safety and convenience and in accordance with Policy T1 of the South Oxfordshire Local Plan.
