Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the materials to be used for the external walls and roof shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6 and H13 of the adopted South Oxfordshire Local Plan 2011.

That the building shall be used only for purposes incidental to the enjoyment of the dwellinghouse as such, and for no other purpose whatsoever. Reason: To safeguard the character of the area in accordance with Policy H13 of the adopted South Oxfordshire Local Plan 2011.

That prior to the first use of the new vehicle access, the proposed means of access onto St Helens Avenue is to be formed, laid out and constructed to the approval of the Highway Authority strictly in accordance with the Highway Authority's specifications and that all ancillary works specified shall be undertaken. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan 2011.

That before the proposed new access is first used, the existing access onto St Helens Avenue shall be permanently stopped up by the means of full facing kerbing and the reinstatement of the footway and the reinstatement of the footway and highway verge and to the approval of the Highway Authority and thereafter shall not be used for any vehicular traffic whatsoever. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan 2011.

That before the new vehicle access is first used, the parking and manoeuvring areas shall be provided in accordance with the plan (0718.102.B) hereby approved and shall be constructed, laid out, surfaced (in a bound material), drained and completed and shall be retained unobstructed at all times except for the parking of vehicles. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan 2011.

That no surface water from the development shall be discharged onto the adjoining highway and a scheme to prevent this occurrence shall be submitted to and approved in writing by the Local Planning Authority and constructed prior to the commencement of development. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the adopted South Oxfordshire Local Plan 2011.
