Variation of condition No.4 (retention of hedgerows) attached to planning approval P05/E0722 (for the creation of golf practice area) to allow for the removal of dead elm and bramble and the reinstatement of planting along the north, east and west field boundaries.
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That no structures, buildings or hardstandings shall be erected or created unless the Local Planning Authority has granted planning permission on receipt of a planning application.
Reason: To protect the character and appearance of the area which lies in the Chilterns Area of Outstanding Natural Beauty in accordance with Policies G2, C2 and R5 of the South Oxfordshire Local Plan.
That no lighting shall be erected or installed in connection with the use hereby permitted without the prior written approval of the Local Planning Authority.
Reason: To ensure that any lighting does not detract from the character and amenities of the area in accordance with Policies G2, C2 and R5 of the South Oxfordshire Local Plan.
That prior to removal of any dead elm and/or bramble from the existing hedgerows a scheme for the reinstatement of the hedgerows including species, numbers, spacing and size at the time of planting, shall be submitted to and approved in writing by the Local Planning Authority. In addition the details shall also include ground preparation work and a proposed maintenance regime. Thereafter the approved replacement hedgerow planting shall be carried out in the first planting season following the commencement of any work in connection with this permission. Should any of the replacement hedgerow planting die or be removed within 5 years of the commencement of work it shall be replaced with planting to be agreed by the Local Planning Authority during the next planting season.
Reason: To protect the character and appearance of this part of the Chilterns Area of Outstanding Natural Beauty in accordance with Policies G2, C2 and R5 of the South Oxfordshire Local Plan.
That the practice area hereby permitted shall not be used other than by staff, members and guests of Henley Golf Club.
Reason: That taking into account the access and car parking arrangements and the sensitive location of the site a separate or more intensive golfing use would be unlikely to be acceptable in accordance with Policies G2, C2, R5 and T1 of the South Oxfordshire Local Plan.
That, prior to the commencement of the use hereby permitted the details and extent of any areas to be covered with an artificial surface shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the area to be covered with an artificial surface shall not be extended unless otherwise agreed by the Local Planning Authority.
Reason: To ensure that the appearance of the surface does not detract from the character and appearance of the area in accordance with Policies G2, C2 and R5 of the South Oxfordshire Local Plan.
That the practice area shall be limited to size shown on the drawings accompanying application P05/E0722.
Reason: A larger practice area and/or different configuration of the practice area could have a different impact on the amenities of the area and could potentially affect the safety of nearby walkers, residents or drivers in accordance with Policies C2, R5 and R8 of the South Oxfordshire Local Plan.
