The buildings within the application site are curtilage listed. The proposed works, due to the extent of the rebuilding, alterations and additions to the buildings along with the proposed residential curtilage of the dwelling would fail to respect the historic and architectural interest of the buildings contrary to Policies CON2, CON3, and CON4 of the South Oxfordshire Local Plan 2011. Furthermore, the proposed works would result in the domestication of the site to the detriment of the historic context and setting of the buildings and the adjacent principal listed building, Kingham House. As such the proposal is also contrary to Policy CON5 of the South Oxfordshire Local Plan 2011 and guidance contained within PPG15.
