Conditions / Refusal Reasons
The proposed rear extension, by reason of its size, position and appearance would constitute an oppressive and overbearing development, resulting in loss of sunlight, daylight and outlook to the rear facing rooms and garden of No.7 Denbigh Road, to the detriment of the living conditions of the occupiers of this adjoining dwelling. The proposal would therefore be contrary to adopted South Oxfordshire Local Plan 2011 Policies G2, D4 and H13 and EX5 of Section 4.6 of the South Oxfordshire Design Guide.

The proposed garage conversion would leave an unsatisfactory off-street parking arrangement at the front of the dwelling, resulting in excessive manoeuvring on the public highway in a location close to a school. The area already suffers from on-street parking congestion and consequently the proposal would be likely to exacerbate conditions prejudicial to highway safety and hinder the free flow of traffic. The proposal would therefore be contrary to adopted Oxfordshire Structure Plan 2016 Policies T2 and T8 and to adopted South Oxfordshire Local Plan 2011 Policies G2, D2, H13, T1 and T2 and advice contained in PPG13.
