The development, due to its siting and size, would fail to respect the historic form of the existing building and would detract from the architectural and historic interest and appearance of the building. Furthermore the proposed development would, again due to its siting and size, cause harm to the setting of the listed building, particularly in respect of its early sixteenth century southern wing. As a result the proposal is contrary to Policies G2, G6, CON2, CON3, CON5, D1 and H13 of the South Oxfordshire Local Plan 2011, and guidance contained within PPS1 and PPG15.
