Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences.
Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6 and CF2 of the South Oxfordshire Local Plan.
That prior to the commencement of the development, details of proposed vision splays at the access shall be submitted to and approved in writing prior to the commencement of the development, and shall be implemented in accordance with the approved plans prior to the first use of the access.
Reason: In the interests of highway safety and convenience in accordance with Policies G2, CF2 and T1 of the South Oxfordshire Local Plan.
That prior to the first use of the building hereby permitted, the parking and manoeuvring areas shall be provided in accordance with the submitted plan, and shall be retained unobstructed except for the parking of vehicles.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policies G2, D2, CF2, T1 and T2 of the South Oxfordshire Local Plan.
That prior to the first use of the building hereby permitted, an appropriate level of sheltered and secure cycle storage shall be provided and subsequently retained.
Reason: In the interests of highway safety and convenience in accordance with Policies G2, CF2 and D2 of the South Oxfordshire Local Plan.
That prior to the first use of the building hereby permitted, any works necessary in the highway to facilitate the vehicular access to the site shall be completed to the satisfaction of the highway authority.

That prior to the commencement of the development, a scheme showing the protection of trees on the site in accordance with BS 5837:2005 'Trees in relation to construction', replacement of trees, and the landscaping of the site shall be submitted to and approved in writing by the local planning authority. The scheme shall be implemented as approved. Replacement trees and additional planting shall be carried out in the first panting season following the first use of the building and shall be so retained. In the event of any plants dying within 3 years following the commencement of development, they shall be replaced with plants of a similar species within the following planting season, and shall be so retained and maintained.
Reason: To protect the amenity of the area in accordance with Policies G2, CF2 and C9 of the South Oxfordshire Local Plan.
The building hereby approved shall be used as a girl guiding headquarters and pre-school nursery only, as detailed in the application or as otherwise agreed in writing by the Local Planning Authority.
Reason: In order to ensure that the use of the building remains in community uses in accordance with Policies G2, CF2 and T1 of the South Oxfordshire Local Plan.
