Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
Prior to the commencement of development, a detailed plan of the proposed access, incorporating details of the width of the proposed access, junction radii and visibility, shall be submitted to and approved in writing by the Local Planning Authority and the development carried out in accordance with the approved details.
Reason: To ensure that the proposal would not be prejudicial to highway safety in accordance with Policies G2, T1 and T2 of the South Oxfordshire Local Plan 2011.
Before the approved access is first used, the existing access serving the field shall be permanently stopped up by the means of reinstatement of the highway verge and the proposed planting to the approval of the Local Planning Authority and in accordance with the Highway Authority's specifications and shall not be used by any vehicular traffic whatsoever.
Reason: To ensure that a substandard access is removed in accordance with Policies G2, G4, C1, C2, T1 and T2 of the South Oxfordshire Local Plan 2011.
The proposed access is to be formed and laid out to the approval of the Local Planning Authority and constructed strictly in accordance with the Highway Authority's specifications and that all ancillary works specified shall be undertaken.
Reason: To ensure that the proposal would not be prejudicial to highway safety in accordance with Policies G2, T1 and T2 of the South Oxfordshire Local Plan 2011.
A landscaping scheme comprising details of the earth bank and planting forming the closure of the existing access and for the planting on either side of the proposed access shall be submitted to and approved in writing by the Local Planning Authority prior to commencement of development and implemented as approved within the first planting season of first use of access.
Reason: To provide additional screening to soften the appearance of the development in accordance with Policies G2, G4, C1, C2 and C9 of the adopted South Oxfordshire Local Plan 2011.
No hedging shall be taken out, other than that shown to be removed on the approved plans.
Reason: To ensure that an important hedgerow is not adversely affected in accordance with Policies G2, G4, C1, C2 and C9 of the adopted South Oxfordshire Local Plan 2011.
Prior to commencement of development, details showing the dimensions and materials and finish of the proposed gates shall be submitted to and approved in writing by the Local Planning Authority and implemented as approved.
Reason: To ensure a satisfactory external appearance in accordance with Policies G2, G4, C1 and C2 of the adopted South Oxfordshire Local Plan 2011.
