Conditions / Refusal Reasons
The proposed extensions, by reason of their size, bulk and massing would constitute an intrusive and overbearing development, out of keeping with the form and scale of the original dwelling and surrounding buildings. As such, it would fail to reinforce local distinctiveness and would not respect the setting of the nearby listed buildings, and would neither preserve nor enhance the character and appearance of the Thame Conservation Area. The proposal would therefore be contrary to Policies G2, G6, CON5, CON7, D1 and H13 of the adopted South Oxfordshire Local Plan 2011 and advice set out in EX2 of Section 4.6 of the South Oxfordshire Design Guide 2000 and PPS1 and PPG15.
The proposed extensions, by reason of their size, bulk and massing, would constitute an oppressive and overbearing development, resulting in loss of daylight and outlook to the rear windows and gardens of residential properties to the south, particularly No.55 High Street. Furthermore, the increase in the number of first floor windows to habitable rooms in the south-facing elevation would result in increased opportunities for overlooking of those properties, especially No.55 High Street. As such, the development would be detrimental of the living conditions of the occupiers of those dwellings. The proposal would therefore be contrary to adopted South Oxfordshire Local Plan 2011 Policies G2, D4 and H13 and advice set out in EX5 of Section 4.6 of the South Oxfordshire Design Guide 2000.
