Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the materials to be used for the external walls and roofs shall be as approved under planning permission P05/E0461, or as otherwise first agreed in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6 and CON7 of the adopted South Oxfordshire Local Plan.

That before any of the development hereby permitted is occupied, the parking and turning spaces shown on plan reference 6329/P1 and shall be constructed and such spaces shall thereafter be kept permanently available for the use of residents and visitors to the site. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policies D2 and G2 of the adopted South Oxfordshire Local Plan.

That the proposed work space area shown on plan reference 6329/P4 shall be retained and shall be used as such in association with the attached residential unit. Reason: To retain an acceptable mix of uses on the site in accordance with Policy CF2 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of, and Classes A and B of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order), no extensions or roof alterations shall be constructed unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To protect local amenities in accordance with Policies G6, H4 and CON7 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no additional windows shall be constructed in the development without the prior grant of planning permission from the Local Planning Authority. Reason: To protect local amenities in accordance with Policies G6, D4 and H4 of the adopted South Oxfordshire Local Plan.

That prior to the first occupation of The Old Bakery as offices, the existing window facing east (towards 13 Lower Icknield Way) shall be blocked off in accordance with details which shall first have been agreed with the Local Planning Authority, and shall be so retained and maintained. Reason: To ensure that the development is not unneighbourly in accordance with Policies G6 and E8 of the adopted South Oxfordshire Local Plan.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority and such scheme shall be implemented as approved prior to the first occupation of the development. Reason: In the interests of public health in accordance with Policy EP7 of the adopted South Oxfordshire Local Plan.

That within 14 days from the date of this decision a detailed specification of the type, design and external finish of all windows and external doors shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6 and CON7 of the adopted South Oxfordshire Local Plan.

That prior to the first use, the parking and manoeuvring areas on the site shall be surfaced in accordance with details which were agreed under planning permission reference P05/E0461 and shall be so retained and maintained. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6, D2 and CON7 of the adopted South Oxfordshire Local Plan.

That prior to the first occupation of any unit, details of proposed refuse and recycling storage areas shall be submitted to and approved in writing by the Local Planning Authority. The storage areas shall be implemented prior to the first occupation of any unit. Reason: In the interests of public health in accordance with Policy D10 of the adopted South Oxfordshire Local Plan.
