Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area in accordance with Policies G2, G6, C2, H12 and D1 of the adopted South Oxfordshire Local Plan 2011.

That a sample panel of flint work shall first have been submitted to and approved in writing by the Local Planning Authority before the development commences. Thereafter the work shall proceed in accordance with the approved sample. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, C2, H12 and D1 of the adopted South Oxfordshire Local Plan 2011.

That no development falling within Classes A and C of the Town and Country Planning (General Permitted Development) Order 1995 shall be carried out on the site unless an application for planning permission in that behalf is first submitted to and approved by the Local Planning Authority. Reason: To protect local amenities and to accord with the requirements of Policies H12, G2, G6, C2, D1, D3 and D4 of the adopted South Oxfordshire Local Plan 2011.

That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution in accordance with Policy D11 of the adopted south Oxfordshire Local Plan 2011.

That, details of the slab level of the proposed dwelling relative to existing and proposed adjoining ground levels shall be submitted to and agreed in writing by the Local Planning Authority prior to the commencement of the development. The levels shall be shown in relation to a mixed and known datum point. Thereafter the development shall not proceed other than in accordance with the approved levels. Reason: To ensure that the appearance of the development is satisfactory in accordance with Policies G2, G6, C2, D1 and H12 of the adopted South Oxfordshire Local Plan 2011.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies G2, G6, C2, C9, D1 and H12 of the adopted South Oxfordshire Local Plan 2011.

That, except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To safeguard the character of the area in accordance with Policies G2, G6, C2, C9, D1 and H12 of the adopted South Oxfordshire Local Plan 2011.

That details of the proposed terraces to the front and rear of the property shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, C2, D1, D3 and H12 of the adopted South Oxfordshire Local Plan 2011.

That a collection hardstanding point adjacent to Chilern Road shall be provided to house up to 3 x 240 litres wheeled bins prior to the first occupation of the new dwelling. Reason: To ensure that the deatils of the development are satisfactory in accordance with Policy D11 of the adopted South Oxfordshire Local Plan 2011.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows or rooflights shall be constructed other than those expressly authorised by this permission. Reason: To ensure that the development is not unneighbourly in accordance with Policies G6 and D4 of the adopted South Oxfordshire Local Plan 2011.
