Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON5, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any brickwork in relation to the external boundary walls hereby approved, a sample panel of facing brickwork covering a minimum area of 1 square metre shall be constructed and approved in writing by the Local Planning Authority. Thereafter the approved sample shall remain available for inspection on site for the duration of the work and until, if required, its removal is authorised in writing by the Local Planning Authority. Brickwork in relation to the external boundary walls shall match the approved sample panel in terms of bricks (size, colour and texture), mortar (mix, colour and texture), joint profile and bond to the satisfaction of the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON5, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011.

Notwithstanding any details indicated on the approved drawings or supporting information, the new windows and external doors shall be white painted timber, unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON5, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 or any subsequent revision, no additions or extensions to the dwellings shall be built or ancillary buildings or structures erected within the curtilage, unless permission has been granted by the Local Planning Authority on an application made for the purpose. Reason: To prevent the overdevelopment of the site and to safeguard the amenities of neighbouring properties in accordance with Policies G2, G6, CON5, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011.

The windows at first floor level in the north west elevation of Plot 5 that relate to Bedroom 1 and its ensuite shall be fitted with obscure glass before the dwelling is occupied and the obscure glazing shall thereafter be retained in position to the satisfaction of the Local Planning Authority. Irrespective of the Town and Country Planning (General Permitted Development) Order 1995 (or any subsequent revision), no additional openings shall be inserted at first floor level in the north west or south east elevations of Plot 5 unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the amenity of the neighbouring property in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011.

No development or other operations shall commence on site until details of a tree and landscape protection scheme in accordance with BS 5837:2005 (Trees in Relation to Construction) have been submitted to and approved in writing by the Local Planning Authority. The scheme shall include positions and specifications of temporary fencing to be erected and no excavations for services, storage of materials, parking of vehicles, excavation of soils or materials shall take place within the area designated as being protected. The approved tree and landscape protection scheme shall be carried out concurrently with the development of the site. Reason: To ensure the protection of trees on and adjacent to the site in accordance with Policy C9 of the South Oxfordshire Local Plan 2011.

No development or other operations shall commence on site until an arboricultural method statement giving details of construction of the no-dig parking area serving Plots 3 and 4, and any other works within the root protection areas of the trees is submitted to and approved in writing by the Local Planning Authority. The development shall thereafter proceed in accordance with the approved arboricultural method statement. Reason: To ensure the protection of trees on and adjacent to the site in accordance with Policies G2 and C9 of the South Oxfordshire Local Plan 2011.

No development or other operations shall commence on site until details of the hedge on the western boundary of the site have been submitted to and approved in writing by the Local Planning Authority. The details shall include schedules of plants, noting species, plant sizes and proposed numbers/densities, an implementation programme, and details of written specifications including cultivation and other operations involving tree, shrub and grass establishment. The scheme shall ensure: a)Completion of the approved scheme within the first planting season following the completion of the development. b)Any plants that die or become seriously damaged within five years of the commencement of the development shall be replaced by plants of similar size and species to those originally required to be planted. Reason: To ensure the implementation of a satisfactory scheme of landscaping which will in due course improve the quality of the development in accordance with Policies G2, G6, CON5, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the development hereby approved the parking and turning areas shall be provided in accordance with drawing number O.297.PH.PL.02 A and shall be constructed, laid out, surfaced, drained and completed, and thereafter shall be retained unobstructed except for the parking and turning of vehicles associated with the development hereby approved at all times. Reason: To regularise the use of the available parking area and to reduce the likelihood of roadside parking in the interests of highway safety in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

No development shall commence until details of bin storage facilities and arrangements for the collection of waste and recyclable materials have been submitted to and approved in writing by the Local Planning Authority. The dwellings shall not be occupied until the bin storage facilities have been provided in accordance with the approved details. Reason: To ensure that the details are satisfactory in accordance with Policies T1 and D10 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved details of water and energy conservation measures to be incorporated in the dwellings shall be submitted to and approved in writing by the Local Planning Authority. The dwellings shall not be occupied until the approved conservation measures have been provided. The approved conservation measures shall thereafter be retained. Reason: In the interests of the conservation and efficient use of energy and water in accordance with Policy D8 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved details of cycle storage shall be submitted to and approved in writing by the Local Planning Authority and the cycle storage shall be provided in accordance with the approved details prior to the first occupation of each dwelling, and thereafter maintained. Reason: To comply with the Local Planning Authority's standards in accordance with Policy D2 of the adopted South Oxfordshire Local Plan.
