Erection of new garage / ancillary building, new gate and piers, fencing to match existing and new garden wall.
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
The outbuildings shown for demolition on drawing No. 07 CHH P200 shall be demolished prior to the commencement of development associated with the erection of the garage hereby approved.
Reason: To safeguard the special architectural and historic interest and setting of the listed building and to preserve the character of the Stoke Row Conservation Area in accordance with Policies G2, G6, CON3, CON5, CON7 and H13 of the adopted South Oxfordshire Local Plan 2011.
A sample panel of the brickwork to be used in the construction of the wall hereby approved shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The sample panel should show bond (Flemish or English Garden Wall with no expansion joints), colour, texture, size of bricks and pointing style. Thereafter the wall shall be constructed in accordance with the approved panel.

A sample of the stone capping to be used in the construction of the wall hereby approved shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Thereafter the wall shall be constructed in accordance with the approved sample.

Samples of the materials to be used in the construction of the wall hereby approved shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Thereafter the garage shall be constructed in accordance with the approved materials.

Detailed drawings at 1:10 scale and details of the materials to be used in the construction of the gates hereby approved shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Thereafter the gates shall be constructed in accordance with the approved materials.
Reason: To safeguard the special architectural and historic interest and setting of the listed building and to preserve the character of the Stoke Row Conservation Area in accordance with Policies G2, G6, CON3, CON5, CON7 and H13 of the adopted South Oxfordshire Local Plan 2011.
Details of wall construction in relation to the root systems of the Scots Pine and hedging shall be submitted to and approved in writing by the Local Planning Authority prior to commencement of development and thereafter implemented in accordance with the approved details. Tree protection measures in accordance with the recommendations of BS 5387:2005 (Trees in relation to construction) shall be put in place prior to the commencement of development to safeguard the adjacent trees and hedges and shall be retained for the duration of development. A landscaping scheme shall be submitted to and approved in writing by the Local Planning Authority prior to commencement of development and implemented as approved within the first planting season of first use or occupation of the garage.
Reason: To ensure that important trees are protected and to provide additional screening to soften the appearance of the development in accordance with Policies G2, C2, C9, CON5, CON7 and H13 of the adopted South Oxfordshire Local Plan 2011.
The use of the garage hereby approved shall remain incidental to the use of Clayhill House as a single family dwellinghouse and the parking spaces annotated as a garage and car port shall not be occupied as a separate unit of residential accommodation and the parking spaces shall remain in use for the parking of private vehicles only.
Reason: In order to ensure that the use of the building remains in connection with Clayhill House and not for any other independent residential uses and to avoid future requirements for additional garages in accordance with adopted South Oxfordshire Local Plan 2011 Policies G2, C2, CON5, CON7, H6, H13 and T1.
