Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6 and C2 of the South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order) the garage accommodation shall be retained as such and shall not be adapted for living purposes without the prior grant of planning permission by the Local Planning Authority on a formal application in respect thereof. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policies G2 and D2 of the South Oxfordshire Local Plan.

That prior to the first use of the new vehicle access the proposed means of access onto the B4526 (Reading Road) is to be formed, laid out to the satisfaction of the Local Planning Authority and constructed strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan.

That before the proposed access is first used, the existing access onto the B4526 (Reading Road) shall be permanently stopped up by means of the reinstatement of the of the highway verge and with planting to the approval of the local planning authority and in accordance with the highway authority's specifications and shall not be used by any vehicular traffic whatsoever. Reason: In the interests of highway safety and convenience in accordance with Policies T1 and C2 of the South Oxfordshire Local Plan.

Prior to the first use of the new vehicle access the proposed vision splays shall be formed, laid out and constructed in accordance with the submitted plan (No 2) hereby approved and to the approval of the local Planning authority. These vision splays shall not be obstructed by any object, structure, planting or other material. Reason: In the interests of highway safety and convenience in accordance with Policies T1 and C2 of the South Oxfordshire Local Plan.

Before the development is first occupied the parking and manoeuvring areas shall be provided in accordance with the plan (number 2) hereby approved and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained as such. Reason: In the interests of highway safety and convenience in accordance with Policy D2 of the South Oxfordshire Local Plan.

That prior to the commencement of the development or the demolition works the following shall be submitted to and approved in writing by the Local Planning Authority, and shall be implemented in accordance with the approved details - i. A scheme showing the extent of the tree works including tree removal; ii. An arboricultural Method statement ; iii. Details of tree protection for retained trees, including along the edge the County Wildlife Site outside the root protection area of the trees. All trees and shrubs shown to be retained in the submitted arboricultural survey shall be so retained and maintained. iv. A landscaping scheme showing details of proposed tree planting to be planted in the planting season following commencement of the development and shall be retained and maintained. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6, C2, C8 and C9 of the South Oxfordshire Local Plan.

That the proposed hedging along the new access track, and any hedging lost in the provision of vision splays for the new access shall be planted within the first planting season following the construction of the new access, in accordance with a scheme to be first agreed in writing by the Local Planning Authority in writing. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6, C2 and C9 of the South Oxfordshire Local Plan.

That no development shall take place unless the existing hedge along the road frontage (B4526) is retained, except for the creation of the new access. Reason: To ensure that the details of the development are satisfactory in accordance with Policies C2 and C9 of the South Oxfordshire Local Plan.
