Conditions / Refusal Reasons
That the application fails to demonstrate or provide for a comprehensive development of the former Chinnor Cement Works. In particular, there is not an acceptable scheme for the provision of employment uses, which is required to provide employment opportunities within Chinnor and its surroundings, the restoration and long term maintenance of the chalk pits, which is required for safety, amenity, ecological and geological reasons and the treatment of the listed lime kiln, which is required to ensure its long terms future. The Development is therefore, contrary to the provisions of Policies RUR11, G2 and CON 5 of the adopted South Oxfordshire Local Plan and the approved Chinnor Cement Works Development Brief.

That, having regard to the inappropriate details of design and layout, the development would fail to reinforce local distinctiveness and detract from the character and visual appearance of the locality, contrary to Policies G2, G6, H4, and D1 of the adopted South Oxfordshire Local Plan and the approved Chinnor Cement Works Development Brief.

That the development does not demonstrate and incorporate a high standard of sustainable design through its landscaping, building design, use of materials, layout and orientation of buildings, contrary to Policies G2 and D8 of the adopted South Oxfordshire Local Plan.

That, having regard to the size and mix of dwellings proposed, particularly the lack of 1 bed roomed properties and the preponderance of 3 and 4 bed roomed properties, the proposal fails to meet current, local housing needs, contrary to Policy H7 of the adopted South Oxfordshire Local Plan and the Chinnor Cement Works Development Brief.

That the development fails to make provision for affordable housing and lifetime homes, both in terms of type and number, in accordance with Policies H9 and H14 of the adopted South Oxfordshire Local Plan.

That the development fails to make any provision for or appropriate contributions towards, essential off-site services, contrary to Policies D11 and R2 of the adopted South Oxfordshire Local Plan.

That the development involves the construction of 160 homes in an area relatively remote from public transport. The development does not propose a robust Green Travel Plan with targets and incentives and, in the absence of such a Plan, the Development is likely to increase traffic movements in the area, contrary to the principles of sustainable development, contrary to Polices G2 and T2 of the adopted South Oxfordshire Local Plan.

That inadequate information accompanies the application to demonstrate the satisfactory disposal of foul sewage, contrary to Policy EP7 of the adopted South Oxfordshire Local Plan.

That inadequate information accompanies the application to demonstrate the satisfactory disposal of surface water drainage in accordance with Sustainable Urban Drainage principles, contrary to Policy EP6 of the adopted South Oxfordshire Local Plan.

That the development fails to make any provision for public art in accordance with Policy D12 of the adopted South Oxfordshire Local Plan.

That, on the basis of the information currently available, the Local Planning Authority is not satisfied that the dwellings can be built in such close proximity to the Chinnor to Princes Risborough Railway without detriment to occupiers of the proposed dwellings, contrary to Policy EP2 of the adopted South Oxfordshire Local Plan.
