The garage conversion has resulted in the loss of an off-street parking space. The layout of the proposed replacement parking space is unsuitable and impractical and it is unlikely to be used. As such the proposal encourages on-street parking in a small compact residential development which in turn gives rise to problems of obstruction and potential conflict between neighbours to the detriment of highway and pedestrian safety. Therefore the proposal does not accord with Policies G2, D2, H13 and T1 of the South Oxfordshire Local Plan 2011, Policies T2 and T8 of the Oxfordshire Structure Plan, and advice set out in PPG13.
The garage conversion has resulted in the loss of an off-street parking space. The layout of the proposed replacement parking space would be unneighbourly to No.15 as it would result in a car being parked directly in front of this property's main ground floor window. This would be detrimental to the outlook from this window and would also lead to disturbance to the occupants of No.15 when manoeuvring takes place. Therefore the proposal does not accord with Policies G2, G6 and H13 of the South Oxfordshire Local Plan 2011.

The layout of the proposed replacement parking space would result in the loss of the front garden to detriment of the character and appearance of the existing property, and to the street scene. As such the proposal fails to comply with Policies G2, G6 and H13 of the South Oxfordshire Local Plan 2011.
