Conditions / Refusal Reasons
The site is located adjacent to an isolated group of dwellings in the open countryside. The occupiers of the proposed dwelling would be heavily reliant on private vehicles in order to access services and facilities. The development would therefore be contrary to Oxfordshire Structure Plan 2016 Policies G1 and H3 and adopted South Oxfordshire Local Plan 2011 Policies G1, G2, G3, D11 and H6 and advice contained in Government Guidance in PPS1, PPS3, PPS7 and PPG13.
The proposed dwelling would result in the consolidation of an isolated group of dwellings in the open countryside. The excessive bulk and massing of the dwelling combined with non-traditional detailing and the long access drive would be unduly prominent and would detract from the natural beauty and special landscape quality of the Chilterns AONB. The development would therefore be contrary to Oxfordshire Structure Plan 2016 Policies G1, G2, G5, EN1, H1 and H3 and adopted South Oxfordshire Local Plan 2011 Policies G1, G2, G3, G4, G6, C1, C2, D1 and H6 and advice contained in Section 4.4 of the South Oxfordshire Design Guide 2000 and Government Guidance in PPS1, PPS3 and PPS7.
The proposed dwelling would generate an increase in traffic movements on a sub-standard access and local highway network and consequently the proposal would be likely to exacerbate conditions prejudicial to highway safety. The proposal would therefore be contrary to adopted Oxfordshire Structure Plan 2016 Policies G1 and T8 and to adopted South Oxfordshire Local Plan 2011 Policies G2 and T1 and Government Guidance in PPS1 and PPG13.
