Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

No development shall take place until samples of the materials to be used in the construction of the external surfaces of the dwelling hereby permitted have been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, C2 and H4 of the South Oxfordshire Local Plan 2011.

No development shall take place until full details of both hard and soft landscape works, including means of enclosure and details of any trees to be retained together with measures for their protection in the course of construction in accordance with BS5837 (2005) have been submitted to and approved in writing by the Local Planning Authority and these works shall be carried out as approved prior to the first occupation of the dwelling or in accordance with a programme agreed with the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, C2, C9 and H4 of the adopted South Oxfordshire Local Plan 2011.

Prior to any other work in connection with the development hereby permitted, the vision splays shown on plan 2007.2608.004 shall be carried out as approved and thereafter retained as such. Reason: To ensure that adequate visibility is provided for vehicles leaving the site in accordance with Policies G2, D2, H4 and T1 of the adopted South Oxfordshire Local Plan 2011.

Before the dwelling is first occupied, the garaging, parking and manoeuvring areas for the new dwelling shall be provided in accordance with the plan hereby approved and shall be constructed, laid out, surfaced, drained and completed and shall be retained unobstructed except for the parking and manoeuvring of vehicles at all times. Reason: To ensure that adequate on site parking is provided in accordance with Policies G2, D2, H4 and T1 of the adopted South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of Schedule 2 Part 1 Class A, Class C and Class D of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no extensions or porch shall be erected or openings inserted other than those expressly authorised by this permission shall be inserted in the first floor or roof of the dwelling hereby approved without the prior written consent of the Local Planning Authority. Reason: To ensure that the neighbouring residential properties are not overlooked and a satisfactory visual appearance in accordance with Policies G2, G6, C2, D4 and H4 of the adopted South Oxfordshire Local Plan 2011.

The refuse, recycling and composting facilities shown on the approved plan shall be installed as approved prior to the first occupation of the dwelling and thereafter retained as such. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, D10 and H4 of the South Oxfordshire Local Plan 2011.

The dwelling hereby approved shall incorporate sufficient sustainable measures in order to achieve an Eco-Homes objective of "Very Good". Evidence of this rating being attained shall be submitted to and approved in writing by the Local Planning Authority prior to first occupation of the dwelling. Reason: To ensure that sustainable living objectives are met in accordance with Policies G2, D8 and H4 of the adopted South Oxfordshire Local Plan 2011.
