That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That no development or other operation shall commence on site until a scheme in accordance with BS 5837:2005 (Trees in relation to construction) (herein called the Arboricultural Method Statement) has been submitted to and approved in writing by the Local Planning Authority. The Arboricultural Method Statement shall contain specific details on how the fence posts shall be installed without damage to the preserved horse chestnut tree on site. No development or other operations shall take place except in complete accordance with the approved Arboricultural Method Statement. Reason: To secure the preservation of a tree, growing within the site which is of amenity value to the area, in accordance with Policies G2, CON7 and C9 of the South Oxfordshire Local Plan 2011.

Details of the staining of the approved fence to an appropriate dark colour shall be submitted to and approved in writing by the Local Planning Authority prior to commencement of development. Staining shall be carried out within 1 month of the erection of the fence. Reason: to preserve the character and appearance of the area in accordance with Policies G2 and CON7 of the adopted South Oxfordshire Local Plan 2011.
