The proposals are contrary to policies CON2 and CON3 of the adopted South Oxfordshire Local Plan 2011, and to advice contained in PPG 15. Having regard to the unsatisfactory form of the proposed extensions and to the unsatisfactory details of the proposed internal alterations, the proposals would result in development and works that would detract from the character of the Grade 11 listed building and would diminish the special historic and architectural quality of the building which makes it worthy of inclusion on the statutory list.
