The proposals are contrary to Policies G2, G6, D1 and CON7 of the adopted South Oxfordshire Local Plan 2011 and to advice contained in the South Oxfordshire Design Guide 2000. Having regard to the poor built quality of the buildings, insufficient information accompanies the application to demonstrate that the buildings can be converted to satisfactory living accommodation without substantial rebuilding which would alter the ancillary/low key nature of the buildings and would thereby fail to preserve or enhance the historic character and appearance of the Conservation Area.

The proposals are contrary to Policies G2, D1 and D3 of the adopted South Oxfordshire Local Plan 2011 and advice contained in the South Oxfordshire Design Guide 2000. Having regard to the restricted nature of the site, the proposals would fail to provide satisfactory residential environments for the occupiers of the flats by virtue of lack of amenity space and poor outlook.

The proposals are contrary to Policies T2 and T8 of the Oxfordshire Structure Plan 2016 and to Policies T1, D2 and G2 of the adopted South Oxfordshire Local Plan 2011. No provision is made within the application site for the parking of cars to serve the proposed residential use. The High Street and the surrounding roads suffer from on-street parking congestion even with traffic restrictions imposed. Without adequate off-street parking facilities it is the opinion of the Local Highway Authority that vehicles associated with the proposed site would park on the public highway, which would be detrimental to highway safety.

The proposals are contrary to Policy D10 of the adopted South Oxfordshire Local Plan 2011 in that the proposals fail to provide adequate facilities for the management of waste.
