Conditions / Refusal Reasons
The application site consists of a large area of open land in a relatively isolated and unsustainable location in an area of countryside away from any established settlements. Due to the location of the site, the principle of the development is not acceptable with regard to Policies G1, G3, G4 and H6 of the South Oxfordshire Local Plan 2011, Policies G1, G5, and H1 of the Oxfordshire Structure Plan 2005 and guidance contained within PPS1: Delivering Sustainable Development, PPS3: Housing, and PPS7: Sustainable Development in Rural Areas. There are no material considerations of sufficient weight that would override the provisions of the development plan in relation to this proposal.
The proposal would result in an increased number of traffic movements at the junction of Moreton Road and the A329 where visibility is below standard. As such the proposal would be detrimental to highway safety contrary to Policy T1 of the South Oxfordshire Local Plan 2011, and Policy T8 of the Oxfordshire Structure Plan 2005 as well as guidance contained within PPG13: Transport.
